When they do, there is limited money available for treatment. The 8 dollars a head formerly spent in Tanzania included an allocation for trained staff, as well as for buildings. The IDRC offered to increase this by 2 dollars as long as the money was allocated apropietly. Research showed that the health budget in Tanzania had been evenly distributed in previuous years, so estrategies were implemented to help redress this. The project has shown that improvements in health appear to have brought improve prosperity to the districts were it took place.
